Who said this?

Here’s a quote I thought of. I don’t know if its an actual quote from someone or if I imagined it to be a quote of someone else. In any case, I liked it so much I wanted to share it. To explain the quote first. It means someone makes an issue about some matter, but there is no issue. The person has unknowingly exaggerated what they thought was an issue. But there is no basis for it. Here’s the quote:

A lion roars, but there is no one outside.

Haunting, powerful, this quote is distinguished, and captures the meaning above.
